Project Overview

The development of a new padel court at Beedles Lake, for housebuilder Jelson Homes, presented a direct interface with Network Rail managed infrastructure. Jelson Homes identified the railway interface at an early stage of the programme and recognised the need for specialist railway asset protection and engineering assurance support to ensure the works could be planned and delivered safely without adversely affecting the safe operation of the railway or the project programme.

Harcon Solutions was engaged to provide railway interface project management, engineering and construction assurance, establishing and managing the project through Network Rail’s technical and engineering assurance processes.

Early engagement enabled the railway interface to be considered as an integral part of the delivery programme rather than a constraint addressed later in delivery. This allowed engineering assurance requirements, temporary works, construction methodologies, Any Line Open (ALO) planning and high-risk activities to be identified and coordinated well ahead of the relevant construction stages.

Harcon’s role extended from design and technical assurance through to construction planning and on site implementation, providing continuity between what was designed, assured, accepted and ultimately delivered at the point of work.

The Challenge

The proximity of the development to the operational railway introduced Network Rail’s asset protection, engineering and construction assurance requirements, which needed to be incorporated into the project programme from an early stage.

Recognising this, Jelson Homes sought specialist support before critical construction activities commenced, allowing the required Network Rail assurance and acceptance processes to be planned and integrated into the construction programme.

The challenge was to establish a proportionate but robust assurance process that enabled the project to progress while demonstrating that both the complete development and the activities required to construct it would not introduce unacceptable risk to Network Rail infrastructure or railway operations.

This required several interdependent processes to be coordinated, including temporary works design and construction, Form C and Form E submissions under Network Rail standard NR/L2/CIV/003, contractor risk assessments and method statements, crane lifting operations, ALO working and construction phase assurance.

Harcon brought these requirements together, integrating the engineering and construction assurance deliverables into the project programme and providing the client with a clear route to safe and successful project delivery.

Engineering and Construction Assurance

Harcon provided engineering and construction assurance throughout the development, coordinating the interface between the client, contractor, designers and Network Rail’s Asset Protection (ASPRO) team.

This included the review and coordination of temporary works designs and associated Form C submission, together with oversight of the construction and implementation of temporary works through the Form E assurance process.

Contractor Risk Assessments and Method Statements were reviewed and further developed to ensure that railway interface risks were appropriately identified and that the proposed controls aligned with Network Rail requirements, accepted designs and temporary works arrangements.

Particular attention was given to crane lifting activities due to their proximity to the operational railway. The relationship between crane selection, positioning, operating radius, lifting methodology, temporary works and the crane working platform was considered alongside the applicable railway interface and ALO requirements.

This provided a clear line of assurance between the temporary works design, construction methodologies and the controls required for implementation on site.

On Site Assurance and ALO Coordination

A key element of Harcon’s commission was the provision of on site construction assurance and Any Line Open coordination during high-risk crane activities adjacent to the operational railway.

Harcon’s involvement therefore continued beyond the review and acceptance of engineering and construction documentation. At the point of work, Harcon provided ALO coordination of crane activities to verify that the requirements established through the engineering assurance process, temporary works, accepted RAMS and ALO Work Plans were correctly implemented and maintained.

This included coordination and assurance of crane positioning, operating envelopes, lifting activities, exclusion arrangements, temporary works and the required separation from the operational railway.

Crane activities were coordinated against the approved ALO arrangements, with the relevant controls confirmed at the point of work before activities progressed and maintained throughout the crane lifting operations.

This on site presence provided an important link between what had been designed and accepted and what was physically implemented, allowing emerging interface issues to be identified and managed directly with the construction team.

The combination of engineering assurance, temporary works oversight and point of work ALO coordination provided the client and Network Rail with confidence that higher risk activities were undertaken in accordance with the required standards and accepted arrangements.

Project Outcome

The client’s early identification of the Network Rail interface, combined with the appointment of competent specialist support, enabled railway requirements to be integrated into the programme before they became a constraint to construction delivery.

Harcon established and managed a coordinated assurance process from design development and technical approval through temporary works assurance, construction planning and on site delivery.

The integration of Form C technical assurance, Form E temporary works oversight, contractor RAMS development, ALO planning and on site ALO coordination of crane lifting activities provided a clear and demonstrable engineering and construction assurance framework.

Potential railway interface risks and assurance requirements were identified and addressed ahead of programme critical activities. Harcon’s continued involvement at the point of work provided assurance that accepted engineering, temporary works, construction and ALO controls were correctly implemented during the works.

This proactive approach supported Jelson Homes in satisfying Network Rail’s asset protection and engineering assurance requirements, enabling the works to be delivered safely while maintaining the project programme.
