The On-Track Plant Operations Scheme (POS) outlines the mandatory requirements and minimum standards for organisations involved in the provision and operation of On-Track Plant (OTP). It serves as a structured framework to ensure the safe, efficient, and compliant use of OTP on Network Rail Managed Infrastructure.
The scheme applies to all categories of On-Track Plant as defined in Network Rail Standard NR/L2/RMVP/0200 Infrastructure Plant Manual. This includes a broad range of equipment such as:
- Rail Mounted Maintenance Machines (RMMM)
- Road-Rail Vehicles (RRVs)
- Trailers
- Attachments and associated equipment
All On-Track Plant must also meet the technical and safety requirements specified in Rail Industry Standard RIS-1530-PLT, which governs the engineering acceptance of OTP.
At its core, the POS is designed to assure compliance, support operational safety, and uphold industry best practices during all OTP activities. It ensures that only competent organisations and approved machinery are permitted to carry out work on or near the railway infrastructure.
